Michigan and New York were the final two states to decriminalize surrogacy. Practice leader Alexis L. Cirel was at the forefront of the advocacy that led New York to decriminalize surrogacy in 2021, and has spearheaded the implementation of the state’s new surrogacy legislation ever since. Also barred in Michigan, Alexis is leading the rollout of Michigan’s new surrogacy statute, which went into effect in 2025.
